Add Amazon Q disconnect endpoint

What does this MR do and why?

• Adds disconnect web endpoint for Amazon Q config. Admin can connect and disconnect Q.
• Also adds logic to Groups::UpdateService so that if Duo is disabled for a group, the Q service account is removed from that group and all projects within it.
