How to set up and validate locally

Most of the changes are deletions, so there's nothing there to test.

But you could test that the :orchestrated tag is still excluded by default. You can do that by running any e2e test via bin/qa without specifying a tag. E.g., from the qa directory:

bundle install
export WEBDRIVER_HEADLESS=false # If you'd like to watch the test in action
export QA_GITLAB_URL="http://gdk.test:3000" # Only needed if GDK is not running on http://127.0.0.1:3000
bundle exec bin/qa Test::Instance::All http://gdk.test:3000 -- qa/specs/features/browser_ui/10_govern/login/log_in_spec.rb --dry-run

In that example I added --dry-run because we just want to see that :orchestrated is excluded, which is what the output shows:

Run options: exclude {:orchestrated=>true, :geo=>true}

Randomized with seed 38962

Govern
  basic user login
    user logs in using basic credentials and logs out

Finished in 0.0003 seconds (files took 0.64468 seconds to load)
1 example, 0 failures

(you'll see that the :geo tag is also excluded by default, which is from a separate line of code that wasn't changed)

Running tests via rspec is unaffected by this change. E.g.:

bundle exec rspec qa/specs/features/browser_ui/10_govern/login/log_in_spec.rb
