Restrict PAT informaton endpoint to PAT authentication
What does this MR do and why?
Currently sending request to a PAT information endpoint with Oauth access token authentication returns 500 error. We are changing it to 400 with proper error message

- Create an oauth access token
- Send a request to `/api/v4/personal_access_tokens/self" with that OAuth access token
- Ensure that endpoint returns 400 instead of 500
