Revert "Merge branch 'add_notes_work_item_reindex_migration' into 'master'"

Purpose of revert

Related to #508906 (comment 2256591041)

I'm reverting this advanced search migration for a few reasons:

• avoid releasing in %17.7
• need more time to work on fixing the db query timeouts
• want to adjust to not index system notes, will need a reindex to fix already indexed notes

Checklist

• Create an issue to reinstate the merge request and assign it to the author of the reverted merge request.

• Add the appropriate labels before the MR is created. We can skip CI/CD jobs only if the labels are added before the CI/CD pipeline is created.
