What does this MR do and why?

We rolled out usage of CloudConnector library configuration on production, which is currently behind the <use_cloud_connector_available_services_generator> feature flag

This MR removes the access_data.yml and the feature flag, and also removes the spec that is comparing access_data.yml vs library configuration.
