Update feature flag info for User Contribution Mapping in Direct Transfer

What does this MR do and why?

In !175371 (merged) and !175372 (merged) we enabled the feature flags importer_user_mapping and bulk_import_importer_user_mapping by default.

This MR updates the feature flag information for user contribution mapping for Direct Transfer.
