Add FF Zoekt indexer is slow during initial indexing
What does this MR do and why?
Add a feature flag zoekt_optimized_performance_indexing. Send the value of this FF in the zoekt Get tasks API. Zoekt indexer will perform the optimized performance indexing based on the value of this FF.
