What does this MR do?

• Moves groups into More at smaller widths (we drop recently used groups etc and default to main groups page)

• Removes Web IDE button from top nav

• Moves help items into user dropdown at < md screen widths

• Moves top nav links (except Admin) into More dropdown at all widths
