Introduce failed jobs in MRs widget and troubleshooting
What does this MR do and why?
Cleans up the ci_job_failures_in_mr feature flag. Introduces section to quickly troubleshoot failed jobs of a pipeline on an MR.
Flag has been fully enabled on .com since 12/03/2024 9:57am EST and internally tested since 16.1.
