What does this MR do and why?

Use duo_chat_error_code only for chat answer

Error codes logged in the authorizer are not final. They could be override further and are not displayed to users. In the past, it also lead to error duplication in the dashboard. As we use duo_chat_error_code for Chat dashboards we should not mix errors from abstraction layer here.
