What does this MR do and why?

Adds an audit event for Group level SPP enable/disable action. Additionally, it simplifies the logic for updates at both the Project and Group levels by creating an abstract base service holding shared logic, which is then implemented by two services: SetProjectSecretPushProtectionService and SetGroupSecretPushProtectionService.
