What does this MR do and why?

gl-text-secondary isn't needed in the div of content_editor.vue. I has no effect on editor-mode-switcher component's style. This was found while investigating issue #505701 . PFA attached the Gif where I tried toggling it, which had no effect on the editor-mode-switcher.
