Ability to assign GitLab Duo seats based on SAML group links
What does this MR do and why?
Implements part of https://gitlab.com/gitlab-org/gitlab/-/issues/480766
Previous merge request added new workers to assign and destroy GitLab Duo Pro or Enterprise add-on seats. This merge request adds the ability to specify which SAML groups' users should be assigned seats. The checkbox will only appear for groups with an active Duo add-on subscription.
The new column does not require any indexes. I did sample queries in DB lab and also spoke with a couple of DB engineers and we determined an index will not help with the expected queries. We will post full query plans in the next MR when we actually add queries.
