Remove file path tooltips from repo page
What does this MR do and why?
Removes tooltips from file/repo page
Why? We're showing it unnecessarily on every single file, whether it's truncated or not. With this change, if you need to see a truncated file path, you can still see the browser tooltip if you wait a few seconds

How to set up and validate locally
