What does this MR do?

Updates the config for gitlab-shell to bump up the HPA trigger and reduce the maxReplicas. I'll open an MR in gitlab-org/charts/gitlab for the resource changes and hpa trigger.

For now, I'm not seeing this with any of the other apps.
