Productivity Analytics: Introduce fetchSecondaryChartData action

What does this MR do?

This MR adds the fetchSecondaryChartData action which fetches data for all charts except for the main chart. With this change, data for any chart added to charts module will be fetched automatically. There won't be the need to call fetchChartData for the newly added chart anymore when any of the global filters (group, project, path or timeframe) changes.

It also removes the deprecated fetchAllChartData action.
