Remove FF references for top-level group service account creation
What does this MR do and why?
There are some references to the feature flag for allow_top_level_group_owners_to_create_service_accounts after removal. This MR is to keep the references in history only and remove other recommendations to activate the flag with 17.6. In addition correction for the FF removal MR link is added
