Resolve cross-database join in Vulnerabilities::BulkDismissService

What does this MR do and why?

Resolve cross-database join in Vulnerabilities::BulkDismissService. Prior to this MR, it had a JOIN query across sec and the main gitlab schema. The #dismiss method is changed to preload vulnerabilities projects, to extract their project_namespace_id.

#dismiss is called for a batch of 100 vulnerabilities (MAX_BATCH).
