Reduce repository batch size for zoekt initial indexing
What does this MR do and why?
This code change introduces a new constant called BATCH_SIZE and sets its value to 250. It then uses this constant to batch the processing of project IDs when creating pending Zoekt repositories and moving the index to the initializing state. This optimization aims to improve the project ids query that is timing out for namespaces with many projects.
