Add `/relate` quick action to WorkItems

What does this MR do and why?

Add /relate quick action to WorkItems. Also:

  • re-word the quick action as requested on the issue
  • ensure the /relate command work with group related work items (like epics)
  • and added the GraphQL trigger to ensure the UI is updated
