Maven VReg: extract api specs to their own files

Context

The tests for the maven virtual registry endpoints are all packed in one huge file. This makes it hard to navigate through the specs.

What does this MR do and why?

  • Extract each entity's specs to their own file:

    • registries → maven_registries_spec.rb
    • upstreams → maven_upstreams_spec.rb
    • cached_responses → maven_cached_responses_spec.rb

  • Create a shred context for the mutual setup needed for all specs.
