Mark all ready zoekt indices as pending
What does this MR do and why?
There is a chance that there could be legacy zoekt indices that don't have a repository associated with them. By marking all ready indices as pending, it will effectively restart the indexing process and create repositories for them.
Note: this was already done for dotcom, so this only applies to self managed customers.
