Backport fix for token revocation to 17.5

What does this MR do and why?

This backports the fix for !172480 (merged) to 17-5-stable-ee for Unable to delete project / group / personal acc... (#463399 - closed).

The change is intended to provide a fix for a GitLab dedicated customer that is on n-1 version and will have to otherwise wait for the 17.6 release.

Related to gitlab-org/release/tasks#14945 (closed).
