Limit follower and following count to 21 before pagination
What does this MR do and why?
Increases limit of following/followers to 21 per page instead of 20

How to set up and validate locally
- Either follow 21 users or impersonate 21 users to have them follow you
- Go to followers or following on your profile page (ie http://127.0.0.1:3000/users/root/following)
