Remove `confidence` column from `vulnerability_occurrences`

Remove confidence column from vulnerability_occurrences
This column was ignored in 17.4 with !160712 (merged)
A few background migrations are using this column in tests. BackfillIdentifierNamesOfVulnerabilityReads was introduced in %17.5 so it may now be finalized. All other BBMs were introduced more than 1 required stop ago, so I have opted to delete them.
