Update users.md with keyset pagination note

What does this MR do and why?

The Keyset pagination was introduced as a requirement for users endpoint when returning records of 50k and above. This followed the deprecation process of offset pagination but expressly adding it as a note to the API notes based on user feedback here #427008 (comment 2203236346)
