What does this MR do and why?

This merge request updates the vulnerability header and actions dropdown components of the GitLab application.

The header component now displays a warning when the vulnerability belongs to a public project and the AI resolution is enabled. This is because creating a merge request from a public project will publicly expose the vulnerability and the offered resolution.
