What does this MR do and why?
Related to #482733 (closed) (tasks: Update UI text for confidentiality (#504307 - closed))
The changes in this merge request update the text displayed in various parts of the application related to confidentiality settings. The updates ensure that the text accurately reflects the new permission level required to access confidential information. After the new Planner role was introduced with !169256 (merged) the minimum role required changed from Reporter to Planner.
