Enable run-in-parallel for test-on-cng master

What does this MR do and why?

  • Enable RUN_IN_PARALLEL for master pipeline for test-on-cng. This got disabled by mistake when extracting common rules.
  • Disable COVERBAND in default rules because it creates instability for test-on-cng and it doesn't work at all for omnibus
