What does this MR do and why?

The backfill_root_storage_statistics_fork_storage_sizes batched background migration has completed (2023-10-23), been finalized (!155152 (merged)) and we've gone past a required stop (17.5), so it can now be removed.

This also has a benefit of removing a slow spec (#462248 (closed))
