What does this MR do and why?

As per the related issue, our new rubocop check for broken links has found a bunch that need to be fixed. This MR fixes links in:

  • ee/app/helpers/projects/security/api_fuzzing_configuration_helper.rb
  • ee/spec/helpers/ee/projects/security/api_fuzzing_configuration_helper_spec.rb
