What does this MR do and why?

As per the related issue, our new rubocop check for broken links has found a bunch that need to be fixed. This MR fixes the links in:

  • app/helpers/ci/pipeline_editor_helper.rb
  • spec/helpers/ci/pipeline_editor_helper_spec.rb
