Adds a disclaimer that only issues can be added currently in the legacy issuable Linked items widget

How to set up and validate locally

  1. Check out this branch
  2. Visit an issue in the GDK
  3. Click Add on the Linked items widget
  4. You'll see help text beneath the input where issue URLs or ids can be entered
