Handling new trials redirect when feature is off

What does this MR do?

If the feature flag for new trials is turned off, the new trials page redirects to subscription portal.

This will especially be useful, if we need to rollback the new trials feature. The customers can continue creating trials from the subscription portal until it's fixed.
