Use Feature.current_request as actor for namespace_model_default_org feature flag

What does this MR do and why?

While working on the rollout issue for namespace_model_default_org derisk feature flag, I realised we should add an actor to the Feature.enabled call. This MR will add that.

The flag was introduced in !168228 (merged)
