Update table of SAST-scanned guidelines

What does this MR do and why?

Based on https://gitlab.com/gitlab-com/gl-security/product-security/appsec/appsec-team/-/issues/581#note_2083073575, I am updating the list of guidelines that have been successfully automated via semgrep rules, and removing the list of highly specific guidelines that should not have any rules.
