Remove `fix_user_authorized_groups` feature flag

What does this MR do and why?

Removes the fix_user_authorized_groups feature flag to fix the bug where descendant groups from shared memberships were not being shown in the autocomplete

This has been enabled in production for almost a week: #483175 (comment 2151342722)
