What does this MR do and why?

This MR removes the Users::RecordLastActivityWorker. This has been replaced by the EE version: GitlabSubscriptions::Members::RecordLastActivityWorker .

All the code usage for this worker has been removed in previous MR: !168629 (merged), which was merged in %17.5 release.
