Remove emptyStateUnauthorizedSvgPath and emptyStateForbiddenSvgPath because they weren't used
What does this MR do and why?
We import emptyStateUnauthorizedSvgPath and emptyStateForbiddenSvgPath, but don't use them anythere. They both reference to old illustration that will be removed from the library. I do this cleanup to avoid conflicts in the future.
