Add concurrency_limit to ProcessScanResultPolicyWorker
What does this MR do and why?
This MR adds concurrency_limit to Security::ProcessScanResultPolicyWorker to reduce the impact when large number of workers are invoked. This also adds a delay between each batch of 1000 projects.
