Add deduplication to SynScanPoliciesWorker

What does this MR do and why?

This change adds deduplication to SynScanPoliciesWorker to stop parallel execution of the jobs. This worker triggers a lot of downstream jobs, so we must deduplicate until it is executed to reduce the cascading impacts.
