Publish to catalog via glab cli

What does this MR do and why?

We are moving the logic of publishing CI components into glab. (#442785 (closed))

All details with the screenshots are in feat(release): "release create --publish-to-cat... (cli!1745 - merged).

This change is behind the FF ci_release_cli_catalog_publish_option (#443782).
