Fix permissions docs entries for Terraform state and cluster agents

What does this MR do and why?

Corrects the permissions table entries for Read/Manage Terraform state and the agent for Kubernetes. These lines were moved recently in !164942 (merged), but a difference in the table headings between sections caused the permissions to change.
