What does this MR do and why?

Part 1 of 2 for #438958 (closed)

Abstracting the logic for CI/CD Catalog in releases to a renderless component so that we can add more logic in to use.

There is no UI or functionality change

We are simply updating the architecture to accommodate the upcoming feature. In the next MR, we will add logic for CI/CD Catalog badges.

How to set up and validate locally

  1. In a project with releases that is not a catalog project, navigate to Deploy > Releases
  2. Insure that there is no alert at the top of the page and the release button is enabled.
  3. Enable the project as a catalog project and navigate back to Deploy > Releases
  4. Insure that there is an alert on the page and the release button is disabled.
