How to set up and validate locally

1. Make sure the global_time_tracking_report feature flag is enabled (http://localhost:3000/rails/features/global_time_tracking_report)
2. Add some timelogs to some issues or MRs
3. Go to the global time tracking report at http://localhost:3000/-/timelogs
4. Ensure the Group filter works as expected
