Disable interruptible pipeline feature flag by default
What does this MR do?
Disables the interruptibles pipelines from !23464 (merged). This MR is just in just a safe fallback in case the default value of interruptible attribute couldn't be merged for the release (gitlab-foss!32949 (comment 216645313)).
