Expire job artifacts where expire_at is null

What does this MR do?

This MR fixes #31909 (closed)

This MR makes artefacts where expire_at is NULL (artefacts created without job expire_in property and with disabled instance-wide expire policy) expiring with current instance-wide expiration policy.
