Update the matcher version and enable java in Static Reachability
What does this MR do and why?
This MR enables Static Reachability for java. Also, since the matcher and calculator were merged, it updates the step to the new form of execution.
Also, according to recommendations from a previous MR, the env variable was renamed from STATIC_REACHABILITY_ENABLED to GITLAB_STATIC_REACHABILITY_ENABLED and the step was renamed from enrich-cdx-results to gitlab-enrich-cdx-results.
