Improved close issue spec

What does this MR do?

Closes https://gitlab.com/gitlab-org/quality/nightly/issues/134

As tests run in random order, sometimes a previous test may have changed the filter for comments. So user should explicitly select 'Show all activity' before the assertions in close issue spec.
