Remove Early Access Checkbox from Haml
What does this MR do and why?
The purposes of this MR is to decommission the Experimental_Settings haml component and remove the early access checkbox since the new GitLab Duo section has been added via this MR. This also relates to the completion of the Experimental Checkbox Removals also related to this MR.
